For most semiconductor and hardware engineering organizations, design software is one of the largest line items on the entire R&D budget. A single EDA seat can cost more than a senior engineer earns in a month, and a full tool suite spanning simulation, synthesis, place-and-route, and verification can climb well into seven figures a year. It is, by any measure, a strategic investment.

So here is an uncomfortable question: how much of it are you actually using?

For a surprising number of teams, the honest answer is "we're not entirely sure." Licenses get purchased, deployed, and renewed in a cycle that runs largely on momentum. We bought forty seats last year, the projects shipped, so we'll renew forty seats this year. The logic feels airtight. The second failure mode is under-provisioning, and it's the one that hurts on deadlines. When demand genuinely outruns capacity, engineers hit denials. They queue, they wait, they context-switch, or they simply abandon the task that needed the tool. A denied check-out at the wrong moment in a verification crunch never appears on an invoice — but it shows up in slipped schedules and frustrated senior engineers, the most expensive people you employ.

The maddening reality is that both problems can live in the same organization at the same time. You can be over-buying one tool while starving another, and without analytics you'd have no way of knowing which was which — or how to move budget from the first to the second.
